On Tuesday, E-Comm 9-1-1, southwest B.C.'s emergency communications centre, appointed David Guscott its new president and CEO, effective November 22.

Guscott is VANOC's former executive vice-president of celebrations and partnerships, and during the Games was responsible for maintaining the relationship between the organizing committee and its municipal, provincial and federal government partners.

The move comes nearly six months after David Cobb, VANOC's former executive vice-president and deputy CEO, was named BC Hydro's latest president and CEO.

Although E-Comm is a private company, it is owned by public bodies such as municipalities, police boards, fire services, Crown corporations and government agencies.

Previously, Guscott held roles with the government of Ontario that included emergency communications planning and crisis management responsibilities.

In an interview with Business in Vancouver, Guscott said VANOC was somewhat like a professional incubator that allowed him to vastly diversify his skill base over a relatively short period of time.

“At VANOC, relationship building and strategic leadership were two of my key responsibilities and those are things that, obviously, are of interest to E-Comm,” Guscott said. “E-Comm is a partnership, and the relations with those partners is very, very key and very vital and … I dealt with quite a few of the municipal and provincial partners in my responsibilities at VANOC.”
