Getting money out of China to safe havens abroad consumes much time and ingenuity for many Chinese. For those who don't have access to false invoicing with foreign businesses, the main way of circumventing Beijing's limits on cash exports to $30,000 a year, the introduction of the state bank-backed payment card, UnionPay, was a blessing. It was not long before foreign businesses started giving cash advances while issuing false receipts for goods. And now the banks have got into the act by issuing point-of-sales devices to businesses abroad, which make it look as though a purchase or cash advance were being made in China.
