The sources of foreign investment flows are often bemusing and amusing. Cyprus is often the major source of investment in Russia, because that's where the oligarchs keep their money when things are tense at home. In India, for years the major foreign investor has been the tiny southern Indian Ocean island of Mauritius. That's because Mauritius is a convenient tax haven through which Indian investors have been routing their money to avoid taxes at home. But New Delhi has introduced the General Anti-Avoidance Rules to stop this round-tripping investment. Last year, Singapore became India's top source of foreign investment.
