Freely available weapons have been a problem in Pakistan for years, and in 2006 the government attempted to stem the flow by limiting the value of guns licensed arms dealers could import to the equivalent of $220,000. But many among the 520 registered importers have got around the limits by false invoicing. To try to plug this gap, the last government changed the limits from value to the quantity of guns being imported. But the new government of Prime Minister Nawaz Sharif has failed to enforce the new policy.
