Vietnam’s prime minister, Nguyen Tan Dung, has approved plans to set up “industrial clusters” in five sectors, backed by scientific research centres, skilled labour and economic inducements to investors. The five sectors are consumer electronics and information technology, textiles and garment manufacture, food processing, agricultural machinery and tourism. About a dozen cities and regions all over the country have been identified for the establishment of the industrial clusters. But Vietnam’s principal cities – the capital Hanoi, Ho Chi Minh City (the old Saigon) and the coastal city of Da Nang – will each have three or more sector centres.
