Vancouver is among the 10 lowest-risk cities in the world to recruit and employ workers, according to a study released by Aon Hewitt.

The study rated the risks of recruiting, employing and relocating employees in 138 cities across the globe. The human resources company measured factors such as demographics, access to education, talent development, employment practices and government regulations.

Vancouver tied for 10th place with Boston and Chicago. The top-rated city was New York – which came out on top because of its large working-age population and high productivity – followed by Singapore. Toronto came in third and Montreal fifth.

"Overall, Canada scores well for government support, education system and talent development and employment practices," said Scott Bunker, a spokesperson for Aon Hewitt Canada, in a release. "These strengths are somewhat offset by the risks of working-age population size, aging population and availability of future workforce relative to New York and Singapore."

The top cities rank as follows, with the last three cities being tied for 10th place:

  • New York

  • Singapore

  • Toronto

  • London

  • Montreal

  • Los Angeles

  • Copenhagen

  • Hong Kong

  • Zurich

  • Boston

  • Chicago

  • Vancouver
